2. Applicant Eligibility

Nationality	Citizens of the Kyrgyz Republic
Age	Between 22 and 40 years old as of April 1st, 2026 (Born on/after April 2, 1985 and born on/before April 1, 2004)
Academic Background	Possess a Bachelor Degree authorized by the Government of the Kyrgyz Republic or other countries 15 or 16 years of formal education is required (in principle), however, relevant academic/research career or working experience can be considered as the alternative to meet the requirement.
	Other requirements or desirability of academic background Some accepting universities have other requirements or desirable academic background. Check "Accepting University" in P12-P25 of the Application Guidelines [Information of Each Sub-Program / Component] and [University information]
Work Experience	Civil or municipal servants of civil or local self-government agencies of the Kyrgyz Republic with the status of a permanent full-time employee, excluding servants holding political, special and patronage positions (consultants, advisors and assistants). Employees of the Administration of the President, and the Office of the Zhogorku Kenesh of the Kyrgyz Republic with the status of a permanent full-time employee, excluding servants holding special and patronage positions (consultants, advisors and assistants). Employees of the National Bank of the Kyrgyz Republic, with the status of a permanent full-time employee (excluding assistants, advisors, consultants and technical staff). Be currently employed with more than 2 (two) years of work experience as of 1st April 2026. The applicant who loses his/her occupation of the civil or municipal servant before the end of selection, regardless of any reasons, will be disqualified.
English Proficiency	Have a good command of both written and spoken English at graduate school level. If selected as a successful candidate, submission of a TOEFL score of 400 or higher is required by the end of May 2026.
Health Condition	Mentally and physically in good health
Ineligibility	A person who falls under the following category is NOT eligible to apply. Enlisted military personnel Those who have obtained or are scheduled to obtain Master's or higher degrees overseas under any kind of foreign scholarship
Others	Appplicant must be in good condition physically and mentally since the time of application to the time of return to the home country after completion of his/her course in Japan. At the time that the scholarship is awarded, JDS Fellow must dedicate himself/herself to the study program of the university he/she attends. Therefore, in case there is a drastic change in fellow's health condition before his/her departure for Japan, and if university considers his/her condition is not suitable for the pursuit of academic goal, scholarship may be cancelled, based on the decision/guidance of university. Not be currently awarded or to be awarded a scholarship from other foreign donors. JDS Fellows will be required to attend pre-departure orientation in Bishkek two days on full time basis prior to departure for Japan. The training will be conducted in summer 2026. The scholarship may be cancelled if JDS Fellows fail to attend the preparatory trainings or fail to arrive in Japan by the appointed date. The Government of the Kyrgyz Republic will ask the Fellows to sign and submit the 'Contract' to follow the conditions deemed necessary as scholarship fellows under the JDS Project. If a Fellow violates any articles of his/her agreement, the scholarship may be cancelled, and other necessary steps will be taken. JDS Fellows are obliged to return and work within the government of the Kyrgyz Republic at least 3 (three) years in order to make contributions to the development of the Kyrgyz Republic through their work in government organizations. Women and municipal servants are encouraged to apply. Applicant is required to consult with his/her head/ deputy head/ supervisor in charge of sector and HR/ personnel affairs division about research thesis title before submission of application.

5. Research Plan / План исследования

In the JDS selections, each candidate will be evaluated on her/his academic abilities enough to pursue the master program in Japan as well as the potential of the future contribution to the country. Thus, it is highly recommended to explain that the objective of your research plan be in connection with the development issues under applying Component, and to rationalize how the study will be addressed in accordance with the career path, corresponding to the current position and responsibility in the belonging organization.
It is also recommended to study your applying university to make sure if the curriculums of the university and fields of specialization of faculty members are relevant to your research.
Remember that plagiarizing from somebody's work or websites are strongly prohibited.

В рамках отбора на программу JDS каждый кандидат будет оцениваться как по его/её академическим способностям, достаточным для обучения в магистратуре в Японии, так и по потенциалу для будущего вклада в развитие своей страны. В связи с этим настоятельно рекомендуется обосновать, каким образом цель вашего исследовательского плана связана с проблемами развития, охватываемыми соответствующим компонентом, а также аргументировать, как предлагаемое обучение соотносится с вашим карьерным путем, текущей должностью и обязанностями в организации, в которой вы работаете.
Также рекомендуется заранее изучить информацию о выбранном университете, чтобы убедиться, что учебная программа и научные интересы преподавателей соответствуют вашему исследовательскому направлению.
Помните, что плагиат -- использование чужих работ или материалов с сайтов без указания источника -- строго запрещён.

7. English & Math Exam / Экзамен по английскому языку и математике

Every qualified applicant will be required to take English proficiency test (TOEFL-PBT) as well as math test in Bishkek in Early to Mid December 2025..

Каждый претендент должен будет сдать экзамен на знание английского языка (TOEFL-PBT), а также экзамен по математике в Бишкеке в середине декабря 2025 г.

• TOEFL consists of 3 parts with 'Listening Comprehension (50 questions)' for about 35 minutes, 'Structure and Written Expression (40 questions)' for 25 minutes, and 'Reading Comprehension (50 questions)' for 55 minutes.

• Math test of around 60 minutes consists of Arithmetic operations, Solving fractions, Equations, Inequality, Matrix, Basic quadratic functions, Basic operations of exponential and logarithmic functions, Basic Integral and Differentiation, etc.

The scores will be reviewed on the 1st selection by the accepting universities. TOEFL score of 400 or higher is required by the end of May 2026 and numeracy skills. Please be well prepared for the exams.

* Applicants for Ritsumeikan University (GS of International Relations) are exempted from the Math test.

• Экзамен по математике рассчитан на 60 минут, состоит из арифметических операций, решение задач с дробями, уравнений, неравенств, матриц, базовых квадратных функций, операций по экспоненте и логарифмическим функциям, базовые интегралы и дифференциации и так далее.

Баллы будут рассмотрены на 1-м отборе принимающими университетами. К концу мая 2026 года необходимо набрать 400 баллов TOEFL или выше, а также обладать математическими навыками. Пожалуйста, хорошо подготовьтесь к экзаменам.

Кандидаты, поступающие в Университет Рицумейкан (Магистратура по международным отношениям) освобождаются от экзамена по математике.
