Application

1. Introduction

The preparatory Survey of the Project for Human Resource Development Scholarship (JDS) to Ukraine was launched in 2022.
Under the survey, JDS is now recruiting potential applicants who understand its aims and are interested in 2 year/ 1 year Master's degree program at Japanese accepting universities for the academic year 2024-2025.
The program will be held in English.
The available number of slots is 5 per year.

2. Applicant Eligibility

Nationality Citizens of Ukraine
Age Between 22 and 39 years old as of April 1st, 2024
(Born on/after April 2, 1984 and on/before April 1, 2002)
Academic Background
  • Bachelor's degree authorized by the Government of Ukraine.
  • 16 years of formal education is required (in principle), however, relevant academic/research career or work experience can be considered as alternative to meet the requirement.
Work Experience
  • Must be Government (permanent) employees in the target organizations.
  • Have 2 or more years of work experience at the organization they belong. The work experience is related directly to the selected Sub-Program/ Component, and is an important factor in the selection process. (Part- time jobs and volunteer activities are not counted as work experience).
English Proficiency Have a good command of both written and spoken English.
(TOEFL 500 / IELTS 5.0 or higher)
※ JDS Office will arrange TOEFL iBT test for those who do not have valid score.
*However, other English test options can also be discussed.
Health Condition Mentally and physically in good health.
Note: Applicants need to take and pass a medical check-up that will be arranged by the JDS Project Office. Applicants who cannot take or pass all the required medical tests will be disqualified from the JDS scholarship.
Ineligibility A person corresponding to any of the following is not eligible to apply:
  • Has been awarded or scheduled to receive other scholarship.
  • Has been awarded any scholarship for Master's degree in foreign countries.
  • Military personnel registered on the active list or person on alternative military service.
Others
  • Successful candidates are required to submit a pledge on the conditions deemed necessary for the scholarship fellows under the JDS Project.
  • JDS fellows are obliged to return to Ukraine upon completing their degree program and work for at least two (2) years in their organization in order to contribute to the development of Ukraine and to the friendly relations between Ukraine and Japan.
  • Female officers are encouraged to apply.

3. Selection Procedures

1) Promotion Seminars (Tentative)

Promotion seminars to provide more detailed information on the JDS Project and how to prepare the application documents for prospective candidates are scheduled as follows:

2) Application Deadline

3) Tentative Schedule

May, 2024 Academic aptitude test/ TOEFL and Math tests*:/ The test results will be used as references by the universities in later selection stages.
May 20th ~ 24th, 2024 1st Selection Document screening: Application Documents and research plan will be examined by the Japanese universities.
May, 2024 Health Checkup The health checkup will be arranged at a hospital in Kyiv.
May 27th ~ 30th, 2024 2nd Selection Technical interview: Faculty members of the Japanese universities will conduct their interview exams online.
Late May ~ Early June, 2024 3rd Selection Comprehensive interview: The Operating Committee members will conduct the interview exams online. "Permission letter" **will be required.
Late May ~ Early June, 2024 Approval by the OC Successful candidates will be approved and notified.
Until early June, 2024 Application Procedure JICE will support the application for each university.
June ~ July, 2024 Japanese Language Training Provided to successful candidates online
July, 2024 Orientations Provided by JICA and JICE
Aug., 2024 Departure for Japan JICE will make the ticket and visa arrangements and provide the necessary support upon and after arrival.

** Candidates will be required to submit a "Permission Letter" before the final interview. The letter form will be provided to the successful candidates of the 2nd selection. At this stage, the candidates are close to successfully passing the final selection. Therefore, the "Permission Letter" is a kind of preliminary confirmation that their employer can release the candidates from their work duties and keep their positions during their study in Japan.

<Important Notes>
  • All the selection costs will be covered by JDS Project.
  • Application Documents with false statements or plagiarism will be immediately disqualified.
  • The result of each selection will be announced only to the successful candidates by JICE JDS Project Office.
  • In principle, reasons of the selection results will not be disclosed.

4. Research Plan

In the JDS selections, each candidate's possession of suitable academic abilities to pursue a Master's program in Japan will be evaluated as well as the potential of their future contribution to the country. Thus, it is highly recommended to explain at the interview that the objective of your research plan is connected with the development issues under the Component you are applying for and to justify the relation of your research with your career path and the way it corresponds to your current position and responsibilities in the organization you belong to.
It is also recommended to check the website of the university you are applying to, to make sure if its curriculum and the major fields of its faculty members are relevant to your research.

Remember that plagiarism from somebody's work or websites is strongly prohibited.

7. English & Math Exams

Every qualified applicant will be required to take English proficiency test (TOEFL iBT or other equally accepted by the universities one) as well as math test online by mid-May, 2024. (Refer to the brief description below of the required test contents.)

The scores will be reviewed at the 1st selection by the accepting universities. The universities may have specific requirements as to the candidate's command of English (ex. TOEFL iBT score of 60 or higher) and their numeracy skills. Make sure to prepare well for the exams. *
