The Project for Human Resource Development Scholarship (JDS) is currently offered in 19 countries, with Cambodia being one of the longest-standing recipient countries since the program's launch in 2000. To date, more than 580 Cambodian fellows have studied in Japan under the JDS program. Many graduates are now actively contributing to their fields of expertise at the core of Cambodian society and government.
Applications for the 2025-2026 academic year are now open. This scholarship is intended for young government officials and others who share the program's goals and are interested in pursuing a two-year master's degree (taught in English) at a Japanese university.

In the JDS selection process, candidates are evaluated not only on their academic ability to successfully pursue a master's degree in Japan, but also on their potential to contribute to the development of their home country in the future. Therefore, it is strongly advised that you clearly explain how the objective of your research plan is aligned with the development issues outlined in the component you are applying for. You should also rationalize how your proposed study relates to your career path, particularly in connection with your current position and responsibilities at your workplace.
In addition, it is essential to thoroughly research the university and program you are applying to. Every year, a number of applicants are not selected because their proposed research topics do not align with the expertise of the faculty members.
Therefore, it is especially important to confirm whether there are professors who can supervise your research, and whether their research fields and areas of expertise are a good match for your proposed topic. This can be done, for example, by reviewing their previously published papers.

All qualified applicants are required to take an English proficiency test arranged by the JICE JDS Project Office.
Meanwhile, the mathematics test will be administered only to applicants applying for specific designated components, based on the requirements of the host universities. Please refer to the Application Guidelines for further details.
It is highly recommended that applicants take the practice tests below to prepare for the actual examinations conducted before the selection process.
Please note that some host universities may require applicants to take other English language tests. In such cases, the JDS office will inform applicants accordingly.
