Hold a Master's degree
*For an applicant who obtained a Master's degree in Japan, in principle, enroll in the same graduate school of the university where he or she obtained a Master's degree. If there are compelling academic reasons, such as the absence of a suitable academic supervisor at the same university, the applicant may apply to a different university and/or graduate school.

In principle, have published at least one peer-reviewed article/ paper^*in a related field of the research plan.
However, applicants who have NOT published any peer-reviewed articles/ papers shall be considered eligible for application, subject to the submission of following one document:

1. A research supervision plan for the completion of a doctoral degree within three years by his/ her intended faculty supervisor (to be attached to the supervisor's reference letter)

1. Core Civil Servants (Administrative service <TZ> / Special service <TT>) working for the organizations listed in Annex 1
2. Officers of Bank of Mongolia / Development Bank of Mongolia

• Have a good command of both written and spoken English.
• Any level of Japanese language skill is preferable. (NOT Required)

• Has been currently awarded or to be awarded a scholarship from other foreign donors.
• Has obtained Doctor's degree overseas under other foreign government scholarship programs.
• Military personnel registered on the active list or person on alternative military service active list, and personnel on temporary leave from the active list are not eligible.

• Must not apply concurrently for any JICA Long-Term Training Program.
• Receive a recommendation from the supervisor of his/her current duty office. (Reference Letter and Nomination Letter are required to submit. Reference Letter should contain evaluation of applicant's performance at work and relevance of his/her research theme to his/her career.)
• Have a recommendation from the expected academic adviser of the applying university (Submission of a draft academic guidance outline or a supervisory plan is desirable).
• Present a research proposal relevant to the development issues of Mongolia referred to in the framework of Sub-Programs and Components.
• Complete the course within, and not exceeding, three (3) years. If it is judged that the Doctoral Degree is likely to be obtained, the extension up to 6 months will be accepted.
• Successful Candidates are required to submit a "Pledge" & "Confirmation Letter" on the conditions deemed necessary as scholarship participants under the JDS Project.
• Participate in a reporting program held by the JDS Operating Committee in Mongolia.
• JDS Fellows are obliged to return and work within Mongolia at least two and a half (2.5) years in their belonging organizations in order to make a contribution to the development of Mongolia through their work, complying with the Act of Pledge required by the Cabinet Secretariat of Government of Mongolia.
