1. Applicant Eligibility / Đối tượng và điều kiện dự tuyển

Nationality Citizens of the Socialist Republic of Viet Nam and residing in Viet Nam at the time of application
Age Between 24 and 39 years old as of April 1st, 2024
(Born on/after April 2, 1984 and born on/before April 1, 2000)
Academic Background
  • Possess a Bachelor's Degree from universities authorized by the Government of Viet Nam or other countries (Full-time and formal training).
  • For Component 2-1: Nagasaki University: There are 3 courses which JDS candidates can apply, in which Tropical Medicine Course is designed for 1 year and requires doctor license and 2-year experience.
  • For Component 3-1: Nagoya University, Kyushu University, Tohoku University: Those who obtained the bachelor's degree in the field of law is preferable.
Work Experience
  • Only Public Employees are eligible.
  • Have at least 12 (twelve) months of full-time work experience after graduation (at the time of application) in current organization of public sector with social insurance covered by the organization, particularly in work relevant to the selected Component.
English Proficiency Have a good command of both written and spoken English.
  • Note: Final candidates must obtain TOEFL ITP 500 (iBT 46)/IELTS 5.5 (with no sub-band under 5.0) or above (Only test issued on or after 31/05/2022 is valid). TOEFL ITP test will be held for applicants after qualification screening of application documents. Those who have a qualified English score can be exempt from the TOEFL ITP test arranged by JDS Project Office.
    * IELTS training course may be arranged for those who cannot obtain qualified English score after the TOEFL ITP test arranged by JICE.
Health Condition Mentally and physically in good health.
  • Note: Applicants need to take and pass all medical check-up at the time of Comprehensive Interview. This medical check-up is arranged by JDS Project Office. Applicant who cannot take or pass all medical check-up will be disqualified from JDS scholarship.
Ineligibility A person who falls under the following category is NOT eligible to apply
  • Those who are currently receiving (or scheduled to receive) another international government scholarship (including other scholarships of Japan).
  • Those who have obtained a master's or higher degree in a foreign country under any kind of scholarship.
  • Those who were sent for overseas study by the Government of Viet Nam but could not complete their study or did not report their completion as regulated.
  • Those who were awarded scholarship for overseas study and being in the constraints of compensation training expenses.
  • Military personnel registered on the active list or person on alternative military service.
Others
  • JDS Fellows are obliged to return and work in Viet Nam for belonging organization at least twice the study period of master's course in Japan in order to make a contribution to the development of Viet Nam through their work in their organizations, complying with the Pledge required by the Ministry of Education and Training.

  • Tốt nghiệp đại học hệ chính quy tại các trường đại học của Việt Nam hoặc nước ngoài;
  • Đối với ngành 2-1: Trường ĐH Nagasaki: Có 03 khóa học cho các ứng viên lựa chọn, trong đó Khóa học "Tropical Medicine" có thời gian học 1 năm và yêu cầu các ứng viên có chứng chỉ bác sĩ với tối thiểu 2 năm kinh nghiệm.
  • Đối với Ngành 3-1 Tăng cường hệ thống luật pháp: Trường ĐH Nagoya, Trường ĐH Kyuhsu và Trường ĐH Tohoku ưu tiên ứng viên có bằng cử nhân luật.
Kinh nghiệm làm việc
  • Ứng viên đang công tác tại cơ quan nhà nước, các cơ sở giáo dục công lập, doanh nghiệp 100% vốn nhà nước.
  • Có ít nhất 12 tháng làm việc toàn thời gian sau khi tốt nghiệp (tính đến thời điểm nộp hồ sơ) tại cơ quan nhà nước hiện tại có đóng bảo hiểm xã hội.
Ngoại ngữ Có khả năng giao tiếp bằng tiếng Anh.
  • Lưu ý: Các ứng viên được trao học bổng phải có chứng chỉ tiếng anh hợp lệ (tối thiểu TOEFL ITP 500/ iBT 46/ IELTS 5.5 không có điểm thành phần dưới 5.0, được cấp từ ngày 31/05/2022 trở lại đây). Sau khi nộp hồ sơ, các ứng viên đủ điều kiện dự tuyển nhưng chưa có chứng chỉ tiếng Anh sẽ được tham dự kỳ thi TOEFL ITP do Văn phòng JDS tổ chức.
    * Sau kì thi TOEFL ITP, Văn phòng JDS sẽ tổ chức khóa học tiếng anh IELTS miễn phí cho các ứng viên chưa đạt điểm tiếng Anh theo yêu cầu.
Sức khỏe Đủ sức khỏe để đi học ở nước ngoài
  • Lưu ý: Các ứng viên tham dự vòng phỏng vấn cuối cùng sẽ tham gia đợt kiểm tra sức khỏe (miễn phí) tại cơ sở khám bệnh do Văn phòng JDS chỉ định. Ứng viên không tham gia khám sức khỏe hoặc không đủ sức khỏe đi học nước ngoài theo kết luận của cơ sở khám bệnh sẽ bị loại khỏi Chương trình JDS.
Các trường hợp không xét tuyển Không xét tuyển các ứng viên thuộc các trường hợp sau:
  • Đang được hoặc chuẩn bị được trao học bổng khác do chính phủ nước ngoài cấp (bao gồm cả các học bổng khác của Chính phủ Nhật Bản)
  • Đã có bằng thạc sĩ trở lên tại nước ngoài theo bất kỳ một chương trình học bổng nào
  • Đã từng được cơ quan nhà nước cử đi học nước ngoài nhưng không hoàn thành khóa học hoặc không thực hiện việc báo cáo tốt nghiệp theo quy định.
  • Đã được cấp học bổng đi học đại học/sau đại học ở nước ngoài, hiện đang có các ràng buộc về nghĩa vụ, trách nhiệm hoặc thuộc diện bồi hoàn kinh phí đào tạo.
  • Không tuyển các đối tượng thuộc khối quân sự, quốc phòng
Quy định khác
  • Cam kết hoàn thành chương trình đào tạo và trở về đóng góp cho cơ quan cử đi học trong thời gian tối thiểu gấp đôi thời gian đào tạo theo cam kết đã ký với Bộ Giáo dục và Đào tạo.

In addition to JDS Application by Feb 20, applicants for The University of Tokyo must complete Online application (pre-screening) of the University of Tokyo by Feb 14, 2024.

Please check the instruction and complete the online submission (CLICK HERE) before the deadline. After the submission, applicants will receive a confirmation email from the system of the University, please send that email (or a screenshot of your submission) to JICE JDS Project Office for further instruction.

*NOTE: If applicant cannot complete both application procedure by the deadline, application to the University of Tokyo cannot be approved.

Lưu ý: Ngoài việc nộp hồ sơ trực tuyến của JDS trước hạn 20/2/2024, các ứng viên trường ĐH Tokyo sẽ phải nộp hồ sơ trên hệ thống của trường trước ngày 14/2/2024. End of Feb 2024 Academic Aptitude Test TOEFL - ITP and Math tests. The test results will be reviewed by the universities in later selection stages
* Applicants for the following components will be exempted from the Math test. CP1-5: The University of Tokyo, CP2-2: Kyoto University, CP3-1: Nagoya University, Kyushu University, Tohoku University, CP3-2: Ritsumeikan University
End of Mar 2024 1st Selection Document Screening: Application Documents and research proposal will be examined by the Japanese universities.
Early April 2024 2nd Selection Technical Interview: Faculty members of the Japanese Universities will visit to Hanoi to conduct their interview exams.
* Unsuccessful candidates at Document Screening and Technical Interview MAY HAVE A CHANCE TO RE-APPLY for a second university. If re-application is opened, list of specific universities and instruction for re-application would be informed via email after announcement of result of Technical Interview.
** Interview may be conducted online according to circumstances.
Mid of May 2024 Health Checkup 3rd Selection Comprehensive Interview: The Operating Committee members will conduct the interview.
3rd Selection

<Important Notes>
  • All the selection costs will be covered by JDS Project.
  • Limited transportation and accommodation allowance will be provided to candidates coming from provincial areas for the selections.
  • Applicant may be requested to submit original application documents (or notarized copies) during selection rounds.
  • Application Documents with false statements or plagiarism will be immediately disqualified
  • Result of each selection round will be announced to all candidates via email.
  • In principle, reasons of the selection results will not be disclosed.

Trong trường hợp Chương trình mở hồ sơ lần 2, thông tin các trường và hướng dẫn cụ thể sẽ được thông báo qua email sau khi có kết quả vòng Phỏng vấn Chuyên môn.
** Phỏng vấn chuyên môn có thể sẽ được tiến hành theo hình thức trực tuyến tùy thuộc vào tình hình thực tế.

  • Các chi phí dự tuyển do Chương trình JDS tài trợ
  • Hỗ trợ chi phí đi lại và lưu trú cho các ứng viên ở các tỉnh thành khác ngoài Hà Nội khi tham dự các vòng tuyển sinh
  • Ứng viên lưu giữ bản gốc hồ sơ dự tuyển và nộp về Văn phòng JDS nếu có yêu cầu
  • Các hồ sơ đạo văn hoặc cung cấp thông tin không đúng sự thật sẽ bị loại.
  • Kết quả các vòng tuyển chọn sẽ được thông báo đến tất cả các ứng viên qua emai.
  • Chương trình sẽ chỉ thông báo kết quả các vòng tuyển sinh, không giải đáp thắc mắc liên quan đến kết quả tuyển sinh.

3. Research Proposal / Đề cương nghiên cứu

In the JDS selections, each candidate will be evaluated on her/his academic abilities enough to pursue the master program in Japan as well as the potential of the future contribution to the country. Thus, it is highly recommended to explain that the objective of your research proposal be in connection with the development issues under applying Component, and to rationalize how the study will be addressed in accordance with the career path, corresponding to the current position and responsibility in the belonging organization.
It is also recommended to study your applying university to make sure if the curriculums of the university and fields of specialization of faculty members are relevant to your research.
Remember that plagiarize from somebody's work or websites are strongly prohibited.
Please refer to 'Tips on Application and Selection (Reference)' and 'Guideline for Writing a Research Proposal' in the Application Guideline for more information.

Trong các vòng tuyển chọn của JDS, mỗi ứng viên sẽ được đánh giá dựa trên khả năng có thể hoàn thành khóa học thạc sĩ tại Nhật Bản cũng như khả năng đóng góp cho đất nước trong tương lai. Do đó Chương trình khuyến nghị các ứng viên nên nêu rõ mục đích nghiên cứu của mình có liên quan đến các vấn đề phát triển được thể hiện qua ngành học và làm rõ cách thức triển khai nghiên cứu đó trong mối tương quan với kinh nghiệm làm việc của bản thân, chức năng nhiệm vụ của cơ quan và hướng phát triển nghiệp vụ của cá nhân.
Ứng viên nghiên cứu kỹ thông tin của các trường ĐH tiếp nhận phía Nhật Bản để đảm bảo rằng khóa học của trường và lĩnh vực chuyên môn của giáo sư phù hợp với đề tài mà ứng viên sẽ chuẩn bị.
Cấm tuyệt đối các trường hợp sao chép, đạo văn từ các trang web hoặc công trình nghiên cứu khác.
Ứng viên có thể nghiên cứu các mục 'Tips on Application and Selection (Reference)' và 'Guideline for Writing a Research Proposal' trong cuốn Hướng dẫn chuẩn bị hồ sơ (Application Guideline) để chuẩn bị hồ sơ.

5. English & Math Exam / Thi Toán và Tiếng Anh

Every qualified applicant will be required to take English proficiency test (ITP-TOEFL) as well as math test in Hanoi, Da Nang, and Ho Chi Minh City tentatively at the end of February 2024.

  • TOEFL consists of 3 parts with 'Listening Comprehension (50 questions)' for about 35 minutes, 'Structure and Written Expression (40 questions)' for 25 minutes, and 'Reading Comprehension (50 questions)' for 55 minutes.
  • Math test of around 60 minutes consists of Arithmetic operations, Solving fractions, Equations, Inequality, Matrix, Basic quadratic functions, Basic operations of exponential and logarithmic functions, Basic Integral and Differentiation, etc.
    • Applicants for the following components will be exempted from the Math test. Component 1-5: The University of Tokyo, 2-2: Kyoto University, 3-1: Nagoya University, Kyushu University, Tohoku University, 3-2: Ritsumeikan University

The scores will be used as reference purpose on the 1st selection by the accepting universities. Universities may require the applicants to have good command of English skill (TOEFL score of 500 or higher) and numeracy skills. Please be well prepared for the exams.

Các ứng viên đủ điều kiện dự tuyển sẽ phải tham dự các kỳ thi Toán và Tiếng Anh (TOEFL ITP) do Văn phòng JDS tổ chức dự kiến vào cuối tháng 2/2024 tại Hà Nội, TP. Hồ Chí Minh và Đà Nẵng.

  • TOEFL ITP bao gồm 3 phần thi: Nghe hiểu (50 câu hỏi) trong khoảng 35 phút, Cấu trúc và ngữ pháp (40 câu hỏi) trong 25 phút và Đọc hiểu (50 câu hỏi) trong 55 phút.
  • Thi Toán được tổ chức trong 60 phút. Đề thi bao gồm các câu hỏi về Đại số, phân số, phương trình, bất đẳng thức, ma trận, các hàm bậc hai cơ bản, phép toán cơ bản của hàm số mũ và logarit, tích phân, vv.
    • Các ứng viên nộp hồ sơ cho các trường sau sẽ được miễn thi toán: Ngành 1-5 (ĐH Tokyo); Ngành 2-2 (ĐH Kyoto); Ngành 3-1 (ĐH Nagoya, ĐH Kyushu và ĐH Tohoku) và Ngành 3-2 (ĐH Ritsumeikan).

Kết quả thi Toán và tiếng Anh sẽ được sử dụng để tham khảo trong các vòng tuyển chọn của trường. Một số trường sẽ yêu cầu ứng viên có tiếng Anh và kĩ năng tính toán tốt. Ứng viên vui lòng chuẩn bị tốt cho các kỳ thi.
