Doctoral Degree Program

1. Applicant Eligibility for Doctoral Degree

The applicant must;

  1. Have a citizenship of Timor-Leste
  2. Be a Fellow who completed a Master's course at University in Japan
  3. Be under the age of 45 as of April 1st, 2025 (Born on/after April 2nd, 1979)
  4. Have returned to and served for Timor-Leste more than four (4) years as a public servant after completion of Master's course in Japan
  5. Belong to the Target Organizations of JDS Project in Timor-Leste
    Employed by following type/status.
    • Permanent Civil Servants mentioned in LAW No. 5/2009 APPROVES THE STATUE OF THE CIVIL SERVICE (First amendment to Law 8/2004) from All Ministries
    • Permanent Teaching Staff from National University of Timor-Leste (UNTL) and Polytechnic Institute of Betano (IPB)
    • Permanent staff from ANATL, APORTIL, AACTL, IGTL, Timor Gap, BTL, and EDTL
  6. Receive a recommendation from the supervisor of his/her current duty office.
    (Reference Letter should contain evaluation of applicant's performance at work and relevance of his/her research theme to his/her career.)
  7. Have a recommendation from the expected academic adviser(s) of the applying university (Submission of a draft academic guidance outline or a supervisory plan is desirable.)
  8. In principle, have published at least one peer-reviewed article/ paper* in a related field of the research plan.
    * The following applicants are included under the requirement:
    1. ) an applicant who has a prospect for publication of a peer-reviewed article/ paper (who has a paper under peer-review).
    2. ) an applicant who has a concrete plan to publish a peer-reviewed article in an academic journal in collaboration with his/her intended faculty supervisor.
  9. Not have obtained any Doctor's degree overseas under other foreign government scholarship programs.
  10. Not be currently awarded or to be awarded a scholarship from other foreign donors

【Other Conditions】
The applicant must;

  1. In principle, enroll in the same graduate school of the university where he or she obtained a Master's degree in Japan.
  2. Present a research proposal relevant to the development Issues of Timor-Leste referred to in the framework of Sub-Programs and Components.
  3. Have fulfilled the work obligation stipulated in the Act of Pledge,
    e.g. A JDS Fellow must work in his/her country at least four (4) years after return.
  4. Be in good health both physically and mentally.
    Complete the course within, and not exceeding, three (3) years. However, if it is judged that the Doctoral degree is likely to be obtained, the extension up to 6 months will be accepted.

2. Selection Procedures

1)Application Deadline for Doctoral Degree

Doctoral Degree: Deadline for Application: 17:00, November 29 (Fri) 2024
*Entry sheet should be submitted by November 8, 2024.

Late submission and incomplete application documents shall NOT be accepted.

2)Tentative Schedule for Doctoral Degree

Recruitment and selection for doctoral courses will be conducted as below.

Application period
  1. Submit "Entry Sheet" to JICE JDS Timor-Leste Office by November 8, 2024.
  2. English Exam in November.
  3. Submit "Application Form" and other necessary documents to JICE JDS Timor-Leste Office by 17:00, November 29, 2024
February-March 2025 1st Selection
(Document Screening)
Application Documents and research plan will be examined by the JDS Operating Committee (OC)
February 2025 Health Checkup The health checkup will be arranged at a designated hospital in Dili.
March 2025 2nd Selection
(Comprehensive Interview)
The OC members will conduct the interview exams.
March 2025 Approval by the OC Up to one (1) successful candidate will be approved and announced.
March - July 2025 Application and Admission Procedures to universities Final successful candidate will be announced by the O/C after screening by accepting universities
August 2025 Departure for Japan JICE will arrange air-ticket and visa.
<Important Note>
  • All the selection costs will be covered by JDS Project.
  • Application Documents with false statements or plagiarism will be immediately disqualified.
  • A result of each selection will be informed to candidates from JICE JDS Project Office.
  • In principle, reasons of the selection-results will not be opened.

3. How to Apply

STEP 1

STEP 2
Submit [B. Entry Sheet] to JICE JDS Timor-Leste Office by November 8 (Fri), 2024
 
STEP 3
Receive [Application Form] and other necessary documents from JICE JDS Timor-Leste Office
 
STEP 4
Request expected academic supervisor about Academic Reference Letter
※Must be directly submitted from the supervisor to JICE JDS Timor-Leste Office via e-mail.
STEP 5
Submit a set of necessary documents to JICE JDS Timor-Leste Office by December 29, (Fri) 2024
